Police Illegal Refusals to Act.

2022 - 2024.


On 26 April 2022, I was attacked by a pack of 3 dogs whilst gardening at my rental property in Mt. Molloy in Far North Queensland. In the weeks following this attack, I attempted to report the attack to the only local Mt. Molloy police officer, Frank Falappi of the Queensland Police Service (QPS). He refused to make a report and stated that the only course of action was to report it to the Mareeba Shire Council.

However Mareeba Shire Council is refusing to release the vast majority of over 100 pages of information, as well as all of the audio recordings which they collected in relation to this attack. The extremely small amount of information which they have released is of no value or so heavily redacted as to be nonsensical.

The Office of Information Commission of Queensland is unreasonably supporting the Mareeba Shire Council in this decision.

The positions of the Queensland Police Service, Mareeba Shire Council and the Office of Information Commission of Queensland and the Queensland Police Service has the result that:

A person can either negligently or even deliberately seriously attack and injure a person with a pack of dogs in Queensland with no legal consequences whatsoever.

The Office of Information Commission Queensland had provided me with a deadline of Monday 20 January 2025, by which to submit a final request for a review of their decision on this matter.

Neither the QPS, NSWPS and the AFP were willing to take any action on this matter for over a year despite my numerous attempts to seek help.

This culminated in a member of the Queensland Police Service, a Constable Mitchell Patterson of the Mareeba Police Station deliberately lying to me (as captured on two audio recording) in order to coerce me into the Mareeba Police Station where he was abusive. Later that day, I was illegally detained at Cairns Hospital at the instigation of the QPS from the 11th until the 14th January 2025 and forcibly injected with pharmaceutical medications against my will.

This seriously affected my health, and deprived me of the time required to complete my preparation and submit this final request for a review of this matter and the matter was closed by the Queensland Office of Information Commission.

Prior to this dog attack and also afterwards, I was bullied by the local policeman, Mr Frank Falappi, a fact which he will, no doubt, deny.

On or around 13 November 2023, I took the extensive digital evidence of the 'electronic harassment' in my possession to Atherton Police Station, as assault by electricity is specifically prohibited by section 245 of the Queensland Criminal Code (1899).

However, the police officer on duty, Michelle Haden, was incredibly disrespectful, refused to lodge a formal complaint, take my complaint seriously, or even provide me with her name, stating ‘You don’t need to know my name’.

I did catch the name on her name tag as she disappeared out the door. Disturbingly, Ms Haden could find no record of my change of name on her system and informed me that QPS had no record of my legal name whatsoever.

This is despite the fact that my legal name is the one that appears on my Queensland driver’s license and all legal documents, and has done so for many years now.

I did not take the evidence to the Mareeba Police Station as I had no reason to trust them. I had been informed that the officer Frank Falappi (who had previously been posted at Mt. Molloy for the entire time that I had resided there, being over 5 years) had been transferred to the Mareeba Police Station at around the same time that I had also moved from the town of Mt. Molloy to the Mareeba area.

In November 2023, due to the extensive harassment that I was experiencing in the Mareeba Shire, and the lack of any help from the Queensland Police Service, I was forced to relocate out of the Mareeba Shire to Mullumbimby in northern New South Wales for almost a year.

In January 2023, I had several conversations with officers named Gary and Thomas of the Byron Bay Police. During these conversations it became clear to me that the New South Wales Police Service also did not have a record of my change of name.

When I expressed my concern about this, given that I had gone out of my way to communicate this at both the Atherton and Pomona Police stations, I was informed that different state police services do not share information in this regard. It is difficult to imagine a situation more perfectly designed to facilitate identity theft and human trafficking.

They refused to investigate what has been happening to me. Instead of taking a statement or lodging a formal complaint they illegally requested that an employee of the Byron Bay Hospital Mental Unit contact me. I declined this ‘help’.

This was the beginning of the very consistent and illegal actions by NSWPS, the AFP and the QPS to refuse to look at any of the evidence in this matter and instead unreasonably and illegally not only slander my mental health, but to illegally harass me by continually referring me to various mental health services, without my consent and against my specifically expressed wishes and contrary to the law.

Also in January 2023, I made a telephone call to the Australian Federal Police (AFP). The telephone operator would not allow me to speak to a proper police officer who was capable of taking any action on this matter, said that there is nothing that they can do and suggested that I contact a different local police station.

I travelled to Ballina and spoke to an officer named Tailey Beaver who was also incredibly rude and unhelpful.

She refused to allow me to lodge a formal complaint, make a report, to take my concerns seriously or allow me to film our conversation.

Despite the local police refusing to help me in any way whatsoever, less than a week after visiting the Ballina Police Station in person, the Queensland Police missing person's unit insisted on sending a unit to the caravan park where I was staying to ‘sight’ me.

This happened despite the fact that I had had multiple and extensive communications with Kathryn Collins of that unit that day explaining that I was not missing, that the police and my family knew exactly where I was located, that the Ballina Police had sighted me less than a week before and that my family, or whoever made the report, were using the missing person's unit to harass me and that sending the police to my home may negatively affect my ability to stay at that caravan park.

Constables Jared Hall and Mikala who attended the caravan park expressed that they were as confused as I was as to why they were attending my residence, when I had clearly been in contact with the Byron Bay Police station and had personally attended the Ballina Police station the week before.

The Queensland Police Missing Person’s Unit refused to disclose to me who had made the missing person’s report.

On 22 January 2024, given the lack of any other options and the continued harassment, I lodged an online report with the Australian Federal Police, as I was informed that this was the only way that it was possible to make a report to the AFP.

I received no reply, despite several telephone calls where I was informed by the telephone operator that it was impossible for me to speak to anyone. Attachment AFP1

On 17 May 2024, I lodged another complaint with the Australian Federal Police. Again, I received no reply. Attachment AFP2

Throughout these months, I made several telephone calls attempting to ascertain if anybody from the AFP had read my report and/or had any intention of replying to me.

I was never able to speak to anyone other than the telephone operator and I still have not received any reply whatsoever to date, being well over a year since I first made contact.

I have ceased attempting to contact the AFP as it is clearly as effective as attempting to get a response from a black hole.
